SCPO Carr was born on January 30, 1961 and passed away on Friday, September 1, 2017.

SCPO Carr was a resident of Virginia Beach, Virginia at the time of passing.

The family will receive friends to remember, reflect on, and celebrate his life on Saturday, Sept. 9, 2017, with visitation from 10 to 11 a.m. followed by a service at 11 a.m. at Hollomon-Brown Funeral Home, Kempsville Chapel.

Condolence & Memory Journal

On behalf of the Spann Family of Pontiac, MI and Hampton, VA and the numerous other cousins of Todd & Geri, I send condolences & prayers to the extended Carr Family.

As an AF Lieutenant Colonel, I looked forward to reuniting w/Todd. I was recently told by a very close Pontiac Central High School classmate that Todd was in the area. I left a couple messages for Todd but never got a call back. Now, I know why.

As youngsters, Todd & I never seriously talked about going in the military; yet, both of us did and did so honorably. Although we lived on different sides of town in Pontiac (me Southside & him the West, then East side) and we went to separate High Schools, we were blood. We really only saw each other at annual Family reunion gatherings. We teased each other regularly as cousins do but Geri and I were the same age with common friends and more interaction. I will miss catching up with Todd on those days of our youth and what we both achieved in our active duty and retired military days.

I guess what my Father, Sister & Brothers and I will miss most about Todd, however, is his bright smile, laughter and down home spirit. Todd was not just a good Sailor but he was also a solid Christian Brother who was raised by beautiful parents. As a U.S. Warrior & super cousin, Todd served his country admirably and as many a Sailor can attest, it's not easy by any stretch for a Sailor to achieve Senior Chief Petty Officer rank. My cousin did and I'm proud of him!

May God continue to bless Todd, Geri and Family, close friends, ship mates and extended Family members, always and forever more!
